I bought two of these. One for my Maltipoo (14" bust) and one for my Russell Terrier mix (18" bust). I ordered according to the size chart and they fit perfectly. I love that they are thicker than a regular sweater, waterproof from rain and the velcro closure makes them so easy to put on and FAST to take off. It's great that it has its own leash ring so I don't have to worry about anything else. On our first walk nobody had any problems with it. I'm not sure I understand the importance of the bag, but I carry poop bags at the line dispenser. I think it would be handy to put another in in case I run out of breath while walking. There is nothing reflective on these vests but I put reflective tape on them and it adheres very well to the fabric to make them more visible in the dark.
