As others have said, the instructions are terrible. Whoever wrote them never tried to follow them. Install the shelf before touching the bracket. This is the only way to insert it into the rails as you must first remove the two black screws on each side of the support post. The shelf is made of plastic. I wouldn't attach much importance to that. The two supports are very difficult to attach. Be very careful when inserting the two screws that are said to prevent the support post from falling and cutting the wires. They move easily, it's too easy a hole, not enough threads to really guide the screws. On a positive note, the base is very heavy and has a decent design. The packaging is pretty good. So many companies skimp on shipping details, but that's not the case. That's a decent stand. It could be great. The vendor should start listening to the feedback here and use it to improve the design and documentation.
