Unusual fit - too tight around the hips

These pants are true to size and fit my husband's waist but were too tight around the hips. I got them for him for Father's Day and unfortunately they are now out of the returns window otherwise we would have sent them back. I guess my advice would be to not pre-order them as gifts too often because you might be unlucky. One size larger will probably be too big so they won't fit.
