Should be brighter in the low beam

They are not bright enough in the low beam. I have them in a Dodge Ramcharger 86 which is stock high with normal night lights and low beams, can't tell if they are on. On a dark street, they stick out about 15 feet and then disappear. Lately I've been driving with it in high beam and see better, it doesn't even flash in oncoming traffic. It's ok, it's just a regular bulb, I'm thinking about going back to a regular bulb to see this winter. Or is it about adding some light to complement those headlights. upset
