I attached a Jurassic Park license plate (#10) to the front bumper of my Jeep YJ Sahara 94 using two brackets. I swapped the eye holes on the brackets with the attached license plate and placed the two brackets upside down on the rear flat bottom edge of the front bumper (triple bolts up) on the driver's side. Each triple screw retaining plate was held in place with a strip of tape. Attaching the outer bracket was easy as I could access the three screws on the bracket plate from above. However, attaching the inner bracket was difficult because access from above was not possible. Accordingly, I first pushed the intended inner bracket onto the bumper edge of the outer bracket (license plate removed), completely loosening the single lower screw and tightening the upper 3 screws of the bracket plate so tight that the bracket was just able to loosen the bumper edge. After reattaching the license plate to the two brackets, I was able to slide the custom-fit inner bracket onto the bottom edge of the bumper and secure the bracket by tightening just one bottom screw. If I were to remove my Jurassic Park license plate, I would move the two eye holes back and up where they would be barely visible; loosen and tighten the screws of the side brackets.
