Just received. I tested it thoroughly with a power meter. When only using the USB-C port, it perfectly delivers 28W of power (which is the goal). When only the USB-A port is used, it miraculously delivers a maximum current of 2.3A (which is also the goal). Current 2.3A each, but USB-C delivers minimal power (it supports a 30W device but delivers little to no additional charge to top up the battery. The reason I gave those three stars over less , is that honestly almost all USB-C/USB-A combo chargers have this problem CHECK the Inateck charger, it works if all ports are populated.
