The belt stretches too much because the weave is not very good.
The belt stretches too much because it is not woven very tightly. If I don't have anything in my pockets I don't have a problem, but when I put my phone and wallet in my pockets I have to pull up to keep my jeans from riding down. I have no issues with shorts, but the strap tension isn't enough to hold much.
