I've been a photographer for over 35 years and I still didn't know they existed. These are Velcro straps that wrap around the backdrop stand and attach to elastic bands with clips to secure them to the backdrop fabrics to keep them from wrinkling or creasing. I really love it. I also tested them for background crease dampening - and it made things a lot faster by maintaining tension on the fabric to pull out the creases when I was using the fabric steamer. What I really like is that they are very quick to attach and remove, just a few minutes to switch to a new background.
