Great Web Browser, No longer Available Free

Chrome has been my favorite internet explorer since its inception in 2004 with MS Windows XP OS. I liked how it was very good at rendering pages quickly as well keeping data secure. The only thing which annoyed me sometimes when browsing through webpage or reading emails etc., was occasionally some tabs would get closed down unexpectedly while i'm working on other tabs. But otherwise chrome had served me so far flawlessly! It's not available freely anymore unless you pay monthly subscription charges from your ISP provider. If free version of chromebooks are out there then why can't we have one? There should be something like "Google Play Books" without any google play store application installed or downloaded onto our computer systems for us to read books online but using Google Chromebook for this purpose. We need such kind of service where people could just download their favourite book/pdf files via wifi connection and view them offline later.
