Good quality but wrong refund

Very comfortable and good quality but not suitable for me. I'm 5ft 2in, about 120lbs, ordered small. Perfect at first but that extra fabric between the bust and hips doesn't suit me well. Revain was also purchased for $28.98 and requests free return shipping but promises a $19.98 refund.
