The face sinks in the water because it doesn't swim high enough.
I would not recommend this swimsuit at all. We bought it for our granddaughters aged 15 months and 2 years. They both leaned forward, causing their faces to sink into the water. There are other swimsuits that have the float placed higher on the chest, preventing the face from sinking into the water.
