Adorable but runs small

This dress is so cute, but the sizing appears off. The 4T fits my 4t-wearer about like a tunic top. We washed it once before she tried it on, and will keep it to wear with leggings. It's adorable as a shirt too, but she was disappointed. And she is not at all tall for her age/size either.
