Super small "medium " shirt.

This thing barely covered half my dog's length and the average size is said to be 19 inches. My dog is 20 inches from the base of the neck to the base of the tail. So if by 19 inches you mean maybe 13 inches, then sure. I also noticed that some of the stitching on the inside of the shirt was unraveling. So the size is nowhere near the same - at least for us, and the quality seems poor.
