I place my heating pad on the vinyl covered concrete floor under my desk. I measured the soil temperature with an infrared thermometer at 65.3 degrees Fahrenheit. Heating pad control in HI position (has 3 positions Low, Med and HI). After two and a half minutes I felt warm against my socked feet. The temperature of the heating pad was measured from a minimum of 75.2 to a maximum of 97.7. on the top of the mat depending on the specific spot I measured. It's entirely possible that cats or dogs that could get off this rug if necessary could easily sleep on it with no apparent risk of burns. I can't speak of an animal that can scratch, urinate or bite this pad. I think it would be bad.
