Sticky surface? on luggage tags and handles

That's great. but its surface. sticky? I don't know how else to describe it. Sticky. I've tried washing it off to no avail. Purchased this summer before traveling. I just checked it out in the fall to make sure it wasn't a 'just printed' artifact. without change. You may not mind, but I do! I do not recommend.
