Just received via email, will update if rating changes but I am so happy with this purchase! This is a gorgeous puff skirt with lining, 2 layers of very soft tulle and all the drop is adjustable elastic with buttonhole! If you are about to increase your size I would suggest going up a size as you can adjust the waist if needed (room to grow). However, I ordered xs for my girlfriend who is comfortable in 9mos pants and can wear them for a while. I've included a picture of a pair of Carters (9 months) under the skirt so you can see the belt comparison.
