Soft skin. Came flat in a plastic bag.
The picture looks hard like normal bags, but it's not hard, it's soft. Came flat and crumpled. I filled it with foam block to keep it in a decent shape. I do not mind. It does what I need: keep insurance cards and registrations on a 2018 Fat Bob handlebar. I like the different look but this is not a normal motorcycle bag that keeps its shape.
