Doesn't get down to the scalp

The brush is sturdy and pretty. I have medium fine hair and oily scalp. Wanted this to help with distributing oil from my scalp through my hair. This bristles don't get to my scalp. Definitely smooths the top layer. Just doesn't do what I was hoping for.
