As eyebrows that survived the gossamer '90s, I'm always trying to find the best way to fill in my brows without spending a lot of money. I've used Make Up Forever's Two Faced Brow Kit, Bobbi Brown Brow Kit, and Aqua Brow in the past, but I've been looking for a cheaper option that does the job well. Elf's Eyebrow Kit is my favorite. It's not as good as these other products, only that after 10+ hours of wear in the heat you'll pick up some color if you blot your brows with a paper towel, but that's about it. The rest of the coverage is really good. The wax defines the brow area very well and holds the powdered pigment in place. It's not worth spending 30+ on an eyebrow kit and it does the job really well.
