Actually, it's not water. The consistency is like a light gel. Applies easily and smoothly. No irritations or problems. But it doesn't completely remove my makeup and I hardly ever wear it lately. It doesn't work at all on waterproof men's eyes, and unsurprisingly, it also leaves traces of regular water-based makeup. My skin feels very soothed after use but for the price I wish it would do what it was made to do. I have to wash my face after use to remove makeup residue and then get rid of the soft and smooth feeling the product leaves. It works well on a morning face that just needs to be cleared of overnight blemishes, and that's how I use it because it just doesn't have what it takes to get rid of all of my makeup. Kind of disappointed. This brand is traditionally good.
