Not optimal for waxing

I am an experienced waxer but this is my first time trying sugar wax. I am a woman, but according to the product information, it is also suitable for women. I tried it on my foot. Here's my story. This is a nice little kit, well packaged with detailed full color instructions for use with LOTS of PG-13 charts (this product is definitely for men). Now I know too much about the pattern of hair growth on male genitals. This product applies similarly to hot/microwave wax except for the "hot" and "microwave" parts. Apply brown syrup to skin "as thinly as possible” with wooden stick, press/smooth a piece of wax strip firmly until brown gunk is absorbed, then peel off with a quick upward motion. So, all the steps I've done so far with hot wax have been very successful, but it hasn't worked with this product. You can see my photo shows a few hairs that have been pulled out at the roots but most of it remains. I tried reapplying the strip and doing it again but it still didn't work. The brochure recommends having the wax at 95 degrees, which they think is room temperature, but they also recommend putting it in the fridge if it's too thin, so I'm pretty confused. My house is about 82 degrees, which is warm enough, and where's a room temperature above 95 degrees when you needed to cool it because it was too runny? has the right temperature than heated wax (the main advantage is that you don't have to heat it) and is less effective.
