I love Swisspers Premium Cotton Circles. These are the only cotton pads I use. You just have to be VERY careful with how much you order. They want 100s, not 80s. They are tightly woven so your toner doesn't soak into the pad but stays on top and doesn't waste product. They also don't tear easily, have more tightly stitched edges and are made in the USA, the 80's I bought here weren't. I don't know why there are so many different styles of cotton circles under the Swisspers brand, it's confusing as hell, but here's exactly what you need!
