This dress is adorable. I am very happy with the quality and fit. The material stretches well while being dense and not flimsy. The scallops around the neckline sat neatly across her chest. I bought a size 12 for my 11 year old who had to use it immediately at an event. This size is exactly what I was looking for. It's not loose like most of the photos here, but more form-fitting. However if she needs it for future use I would go for a size 14. I assume she will be able to use it for at least the next 6 months.
