Should I buy 2 sizes bigger?

We bought a size 2+ for our 13 month old based on reviews that they run small. Our daughter occupies 33% of her head circumference (17.7 inches) and they fit her head snugly leaving marks over her ears. I am very disappointed as the return window is closed. I would like to swap this for the next larger one.
