We got these for my two sons aged 4 and 6. A 4 year old wears a 12-13 in Target shoes and a 6 year old wears a size 4. We have a 13/1 for our 4 year old and a 4/5 for our 6 year old. The 13/1 is SIGNIFICANTLY larger than any 12/13 shoe at Target, so much so that it looked like it was trying to run with fins. on the. They just wouldn't fit him, so they were sent back. Size 4/5 is definitely too big, but not that much. They fit and fit my 6 year old well. The quality of the shoes is great, be careful with the size you order. I would probably go down a size unless your child already has toes on the end of their shoes.
