This is a direct wire light that is controlled by a wall switch and yes it also has a built in on/off toggle switch. This is NOT a wall light. So if you If you don't have any real experience with electrical safety, I advise you to consult someone who has such experience before beginning the installation.This lighting kit requires some assembly with parts to tighten the nuts, to connect the electrical wires and to attach the cables to the cut-out bracket. The light itself has an industrial look and feel, not soft to the touch or soft to the touch. The included T8, also known as a 1" diameter 18" fluorescent bulb, has a disappointingly weak yellow light, so if you're aiming for bright light, consider the extra 10 U Spend S dollars. dollars for a much brighter light tube replacement. This light is designed to illuminate a specific directional area as shown in my photos, also uses the brightest possible light tube replacement for this light. I would not recommend this light set to light up an entire room. This is what it is, under cabinet/counter lighting and it works well over the countertop as shown in the picture.
