It is made for small dog breeds!
I bought the XL for my shihtzu mix puppy. She is about 12-13 pounds. The length of the back from the neck to the tail is about 14 inches. This is a sweater. I don't recommend if your dog doesn't want to wear clothes or if getting dressed is stressful for him. It also has no hole for a seat belt. It's thick and cozy and looks like a high quality fabric and design.
