Cheap and you definitely get what you pay for. I bought Saddleman Highway Large panniers for my 2004 Dyna Lowriders and didn't want them rubbing against the caliper. They do their job, but they don't really care about it. Contains only screw and washer. There is no mother. So if the new screw does not match your thread, you will need to buy a new screw. I installed them with my current gear as the bolts were quite long, but I'll probably buy some longer bolts to make them more comfortable.
