Small was perfect and not too tight
I'm 5' 3" and 125 lbs, most of my weight being in the butt and thigh area and the Small size fit just as I'd hoped! Not too big, and no tightness around the thigh. Very cute, and the lining is actually really nice (just what I was looking for to kayak!). The elastic band is in the back and is NOT adjustable, the tie in the front is more for show than to adjust the fit. For me, it the waistband fit snuggly and nicely without issue. I ordered a medium in addition to the small just in case, but I don't need to keep that pair, the Small fit just right! Love the coral waistband and the material is soft and waterproof.
