Not enough bright colors
My son is in a preschool class that is mostly Caucasian, but also has Indian, Middle Eastern, Asian, and African American students. However, light shades of paper are not enough. Basically, these are dark brown tones. And there's a weird yellow I don't know whose skin looks like this unless it's jaundiced! Even our children with light brown or tan skin did not have matching colors. So it should be something between a cream color and the lightest shades of brown. And they need to get rid of that weird yellow color.
