Both. Very cute, soft and yes, cotton, at least in this color, the label says 100% cotton. Cute enough to wear anywhere. I ordered dark blue. It was a nice color but a little light green for what I wanted. Everything was in order. I just wanted a softer turquoise color. I'll try the blue pipe. I have a size 8 or 10 and the medium was good. This is a blouse. I'm not sure if there will be any shrinkage. I want a feeling of lightness over a swimsuit that is quick to put on and take off. As a dress, you can go down one size for a more sophisticated look.
