Wrong size fits belt

I wanted some belts that I can wear high on the waist for dresses etc rather than jeans or trousers. The small size indicates this is for a 23-26 waist and I have a 25 waist so I thought it would be perfect. However, when I received them, they are too big for my waist. The smallest of them still leaves an inch or two gap. How do they fit a person with a 23 inch waist? Will return.
