Technically I'd give them a 4.5, but they don't have a half score. I wore it a little higher on the waist because of the dress. For a 5ft 3.5 inch girl, tea length is definitely floor length when worn properly for the tea length. But I still bought this petticoat more for a Halloween costume for this length. (waist about 41.75 inches, hips about 46 inches), size XL fits well. It's not tight and still stretches a little. It has a little lining but if you wear it as a skirt not a petticoat. Depending on the underwear you need an extra layer underneath. Since I shy away, I usually only wear cycling shorts under all skirts and dresses, leggings or tights when it's cold. It was a bit crumpled after unpacking. I plan on putting it in the dryer on a quick, lint-free setting before actually using it, but it's pretty fluffy right after a good shake. So far my only issue with the case has been that it had some cobweb-like loose threads from the crinoline at the hem, so it takes a while to trace the ticklish thread as even the bright red ones are hard to see and reach. cut. But since I found these out, I still really like this skirt.
