My daughter is 5 years old, she is quite small. I bought her a size 4 and it looks more like 7/8 tights to her. They are thick so I know the panties are see through and I love it. Maybe she could wear 3. There's definitely room for growth at the waist, but then they might end up looking like capri leggings.
