Doesn't reduce hardness or anything other than pH

I live in an old house in Los Angeles, the water throughout Southern California is very hard so I've always had at least one chlorine filter. As far as I can tell the building, although old, is well maintained except for limescale on the taps. However, my hard water filter was not working at all, and after they flushed the pipes a few weeks ago, my water started smelling like rust. I showered and lost my temper with a bad smell and feeling. Of course, the landlord doesn't do anything about it. So I got this filter after spending hours reading so many reviews and chose this one because it has good reviews and 18 levels of filtering versus 2 or just Vitamin C. I also have a couple of water test strips that I've read around too many reviews. My water stopped smelling of metal so I was hoping this would work but just received a test kit. On the left is a streak of water from the sink, on the right is a shower with the filter on. The top square on the left was green before it started to dry. So the filter changed the pH and nothing else. No change in water hardness or metals. I think that the problem with such a person of these filters and their reviews is not only the quality of the filter, but the fact that most of them are intended for people in newer houses or apartments, where even in a hard water area . is not really that difficult, or do I have to filter a lot. The real test is whether these filters work in apartments or older buildings, and in that case they don't seem to work. Soap scum still collects, hair is still frizzy and broken, water still dries out (how can water be dry? Well, when it's very hard it looks like it, it's weird). Really not worth the money, save up for something better.
