don't fill them in advance
Fill the bucket with water and fill the balloons with water. We filled them up until the first ones burst, then emptied them all out of the tubes into a bucket. Many will start leaking, so don't fill them until you're ready to start throwing. I would say we threw probably 80 balloons. It takes you an hour to fill and tie 80 balloons. these are definitely worth it.
