Unreliably beautiful belt?!?

I received a defective product This belt is very beautiful, but I cannot use it. It measures waist but not hips. I have 5 extra cuts at the waist but I can't even close them on my legs. It looks like they are for the wrist, not the woman's thigh. My waist is 30 inches and my hips are 41 inches.

Top quality: three-layer polyurethane composite, absolute thickness, super high-quality front, very soft; soft and non-irritating flannel hem, does not cool on the skin, does not deform under pressure
