The hat is very small.

My daughter is 18 months old with an average head size (according to WHO) and a hat for 2-4 years does not fit (small). I only gave it two stars because it is a very pretty/cute hay and appears to be good stuff.

Pros

My grandson LOVES his Elmo hat and mittens! Fits perfectly and keeps you warm!

Cons

The size range (12-24 months) may not fit all babies in this age range, causing some discomfort or unsuitability.
