Huge size difference

I bought LARGE and MEDIUM because I didn't know which size to choose. I figured I could just send back what doesn't fit. There is a big difference between the sizes. LARGE is too big and MEDIUM is too small. I chose BIG because it's better loose than tight. In terms of looks and quality, I would have expected it to be a bit thicker. Doesn't look like it will hold up after a wash. For size reference, my dog is 20 pounds Cockapoo. Her neck is 11 inches, her chest is 20 inches, and the length from neck to hem is 16 inches.
