Unfortunately, it appears to be intentional fraud. I understand that manufacturers often cheat their customers by offering something less than what is advertised. Sometimes because they use weights instead of actual counts. Sometimes because they are consciously trying to save money, which is certainly a lot of money considering the total number of items sold. In this case I use these rubber bands to attach cards to bags and I kept running out of rubber bands and had to order new ones before running out of cards. I know the exact number of cards because I make cards. I was busy and didn't think about it until moving on. I finally found time to count the rubber bands from my last purchase. The tape was not torn and the container was not damaged. There were exactly 231 rubber bands in this container, when there should have been 400 rubber bands. I know it's just rubber bands but the fact that it's so blatant and such a cheat in your face is really totally unacceptable. Hey, manufacturers in China, do better. Indicate the correct quantity in the list and on the packaging. Be honest.
