Use sequins instead of towel rail
I bought these for my son's bathroom because it looks like the towel never made it onto the towel rail. The hooks are much better and the towels can now be hung up. And the location of the double holes was exactly the same as where the towel rail was attached, so I didn't even have to drill holes or set anchors. Looks good too.
