The skirt is cute and it's $10. I don't think I should expect anything surprisingly well made. Tulle not panels. They are simply scalloped strips of tulle attached to elastic bands at one end. It's lined with a thin layer of cotton though, so unlike some of the other grommets sold at Revain, it actually works like a skirt. Overall I would recommend if you are not expecting too much and I would buy another skirt from this seller.
