Only supplies 60W for cables and accessories

I tested this cable with a 20V 5A USB-3PD charger and needed it to output 85W for my late 2013 Macbook Pro. Unfortunately, my Mac said it only puts out 60 watts. Full of crap. i want it to work But it doesn't really seem to give 85W power output.
