ONE SIZE UP! 3T usually fits my daughter (26 months, 24 pounds) who has room to grow. I buy 3T for her for things I hope she can wear next year. It's a very cute, soft material and looks well tailored, but the 3T was snug on my daughter and too tight on her chest and arms. The sleeves cut into her when she raised her arms to shoulder height. I would increase the size by 1X, maybe even 2X. I've compared them to other 3Ts, they're a full inch narrower all around.
