Time Out seat belt

I have a 2.5 year old who walks. With great fear for his safety and several panic situations, I finally grabbed a tether. His only punishment is a "time out" as he didn't quite understand what it's like to lose toys. Since downtime isn't always appropriate when we're on the road, we use it as downtime. He must remain bound to me for 2 minutes until he escapes or stays by my side when I summon him. None of us managed to pick him up and carry him as he is very tall for his age and hurt me when he twisted in my arms once. I was also afraid that I would drop it or fall down myself. So the good news is that he hates Tether. I can warn him and he usually listens. It took him about 2 weeks to figure out what I mean about the cable. I can usually encourage him to cooperate just by showing him I have it and will use it if needed. It's easy to carry my bag and quick to reach when needed. I'd probably go for the backpack style for mass use, but it works for the casual postal job or a picnic in the park. The disadvantages are that he can detach it and pull by the hand. from a belt. I'm also concerned that he will cut his skin/injure his wrist if he backs down or is in a rebellion. I'd like a lined or softer material and maybe some sort of clasp so it doesn't tighten/loosen as easily. Overall I was happy to find this style and hope we don't have to use it for much longer.
