Great toy. But my son doesn't seem to accept it

I bought this for my 1.5 year old son who has developmental problems. He's terrified of going to meetings and has to go to quite a lot of them. I bought this in hopes that he might use it as some sort of "baby spinner". I was dying to get a big spinner with big gears but since it's a bit out of my price range I decided to give it a try first. I think it's a great toy. It is very well made, but my son hardly looks at it. What is the fault of the toy. I really think he might want a bigger one, but we'll just have to wait until we can afford it. The mini spinner is lightweight and the "gears" (I don't know what else to call them) spin up and down very easily, either by themselves when held vertically or with a simple flick of the finger when held horizontally being held. I think this would be very interesting for most children, especially those aged 6-18 months. Especially when going for walks or visiting the doctor.
