Shortness of breath

My dog's eyes were red and watery, he wouldn't open his mouth although I could open it when he was wearing a hood. She also had noisy nasal breathing. She couldn't seem to breathe. She is an Australian mix. She could still hear me, but when I banged on the wall, she didn't bark like usual, so the noise-cancellation was better.
