Foot Problems

This walking foot keeps bouncing. I tried to fix it following the troubleshooting guide but to no avail. The leg doesn't move either. I'm not sure if this is the right choice for my brother's car. Unfortunately I can't return it as I have 6 days outside the return period. Not very happy about that.
