Exactly what I was looking for. Very easy to set up, no tools required. Suitable for shelf over bar, small clearance required.

This is exactly what I need. I was hesitant about this at first. I tried another brand but the mounting screws were on top and didn't work as there was a shelf directly above with a small gap. I wasn't sure if it would be too big, but this actually took up less space compared to my previous solution of multiple tie racks and clothes racks. Installation was very quick and easy, no tools required. Slide the top center, place the device in place and slide back. Use the included bottom screw to attach it. The battery compartment is also tool-free and slides out for replacement. I wasn't sure if it would fit all my ties but it turned out I only needed 10 ties, these are holiday ties that I will stash elsewhere to use once a year. The only reason I gave him a 4 is because sometimes he kicks back for some reason. Initially I thought it was the weight of the tie down straps but with a fully loaded rack it should be balanced but still tends to tip up, backwards. The only other issue is that the 4 hooks holding the straps etc are tucked away, if you have a shelf you'll have to move the straps away easily. After all, it spins pretty fast, so you have to anticipate when you want to stop spinning the rack. Again, no big deal. I wish I had found this many years ago.
