That's quality control for you.

Arrived straight out of the box with some bent fins, the mounting holes do not match the holes in the OEM heater box and if you have actually attempted to use a screw on the mounting holes, you could screw the screw directly into the heater core. Show it to the OEM you're replacing and they'll see what a piece of cheap Chinese crap it is.
